In 2015, the scale of national government purchase reached 2.10705 trillion yuan, beyond 2 trillion yuan for the first time, increased by 376.52 billion yuan compared to last year, that is 21.8%; the proportion of national fiscal expenditure and GDP accounts for 12% and 3.1% respectively.
From the perspective of government purchase structure, purchase amounts of goods, engineering and service are 657.14 billion yuan, 1.11552 trillion yuan and 334.39 billion yuan respectively, the proportion to the scale of national government purchase is 31.2%, 52.9% and 15.9%. the growth of purchase of goods and engineering is relatively stable, increased by 134.14 billion yuan and 101.41 billion yuan, accounting for 25.6% and 10% respectively. With the boost of purchase service of various governments, service purchase got large growth, increased by 140.97 billion yuan year on year, that is 72.9%, the proportion to the scale of government purchase rises obviously, increased by 4.7% year on year.
From the perspective of government purchase method and organization form, the proportion of open tendering to the overall scale of government purchase has decreased, the proportion of decentralized purchase to the overall scale of government purchase has increased. The amount of open tendering is 1641.35 billion yuan, accounting for 77.9% of the scale of national government purchase, open tendering still plays a dominant role, but the proportion decreased by 6.6% year on year, because streamline administration and delegating the power to the lower level are carried out, standard of number of open tendering is enhanced, budget unit is guided actively to pay more attention to the characteristics of purchase item to choose purchase method, the number of open tendering is reduced correspondingly. Decentralized purchase amount is 436.5 billion yuan, the proportion to the scale of national government purchase is 20.7%, increased by 5.5% year on year, since some places change their supervision method, paying more attention to the big issues, adjusting government centralized purchasing catalog, the purchasing items of centralized purchasing organization has been reduced.
According to the implementation situation of government purchasing policy, various localities and departments implemented energy conservation and environment protection, purchasing policy which promote the development of middle and small-sized enterprises and prison enterprises, promote to realize the relevant goals of economic and social development. The scale of national compulsive and preferential purchased energy saving products reached 134.63 billion yuan, accounting for 71.5% of the scale of similar products purchasing; the scale of national preferential purchased environment-friendly products reached 136 billion yuan, accounting for 81.5% of the scale of similar products purchasing. Total purchasing amount that government purchasing contract awarded middle and small-sized and tiny enterprises is 1607.22 billion yuan, accounting for 76.3% of national government purchasing scale. Among them, the purchasing amount given to small and tiny sized enterprises is 656.46 billion yuan, accounting for 40.8% of total purchasing amount awarded to middle and small and tiny sized enterprises. The purchasing amount of prison enterprises awarded by government purchasing contract is 1.4 hundred million yuan.
