On Mar. 29, 2016, the fourth of seventh meeting of all committee members of State Natural Science Funds Commission (hereinafter referred to as “NSFC”) was held in Beijing. The meeting considerated and approved relevant operational report presented by director of NSFC, Yang Wei and director of Supervision Committee of NSFC, Chen Yiyu, and budget enforcement and planning report presented in written form, they listened the report of Statement about Making <”the 13th five year “ Development Planning of National Natural Science Fund(draft)> made by deputy director of NSFC, Gao Wen, the deliberation approved the 13th five year “ Development Planning of National Natural Science Fund .
At the meeting, Yang Wei introduced, in 2015, NSFC preferentially supported innovation research, original innovation ability gets improved constantly, it preferentially subsidized 40668 various items, direct expense of the subsidy reaches 21.884 billion yuan, indirect expense reaches 3.958 billion yuan. Among them, there are 81 items of free application subsidy of national major scientific research instruments development project, with direct expense of 0.503 billion yuan.
When planning “13th five year” development, Yang Wei emphasized that scientific fund should implement five development ideas, which include innovative development, coordinated development, green development, open development and sharing development, highlighting the strategic orientation of “Three focuses”, that is focusing on prospect deployment, focusing on scientific breakthrough, focusing on accurate management”, on the basis of overall thinking of insisting on the orientation, stimulating the original thinking, planning as a whole, upgrading development, aiming at the goal of development of “gross parallel”, “contribution parallel” and “source parallel”, prospect to deploy five major strategic tasks, including innovation research, human resource subsidy pedigree, scientific research instrument and equipment development, chiastopic fusion subsidy mode, new type internationalization, building scientific fund “13th five years” development new pattern, promoting the prosperity and development of scientific fund and fundamental research.
